For example, IHHC has been a strong supporter of SB1159/HB2917, legislation that would help provide quality home care services to all state residents in need. According to IHHC findings, the average reimbursement rate for home health services covered by Medicaid is about $72, despite the average home health visit costing approximately $161. Not only is the cost more than double the reimbursement rate, the $72 rate is among the lowest in the nation.
Improving home health support benefits all residents of the state, as the $161 for the average home health visit compares favorably to both a 24-hour hospital stay, at about $2,431, and one day at a nursing home, which costs taxpayers approximately $222 on average. Furthermore, quality home care has been associated with faster recovery times and lower instances of hospital readmission.
Perhaps above all else, IHHC has drawn attention to the fact that a mere 0.25 percent of the Medicaid budget involves home health services. With the help of SB1159 legislation, reimbursements would be gradually increased over the next 3 years to $131 at the beginning of 2022.
